The provisions of the Convention cover a wide range of agricultural products, homelessness, industrial products, working conditions and digital commerce. Among the most important aspects of the agreement are improving U.S. dairy farmers` access to the Canadian market, guidelines for a greater proportion of automobiles produced in the three countries and not imported from other countries, and maintaining the dispute settlement system, which is similar to that contained in NAFTA.   The agreement between the United States of America and Mexico and Canada (USMCA) is a trade agreement between these parties. The USMCA replaced the North American Free Trade Agreement (NAFTA). The agreement is designated differently by each signatory – in the United States, it is called the U.S.-Mexico-Canada Agreement (USMCA);   in Canada, it is officially known as the Canada-U.S.-Mexico Agreement (CUSMA) in English and the Canada-U.S.-Mexico Agreement (ACEUM) in French;  and in Mexico, tratado is called tratado between México, Estados Unidos y Canadé (T-MEC).   The agreement is sometimes referred to as “New NAFTA” with respect to the previous trilateral agreement for the successor, the North American Free Trade Agreement (NAFTA). In accordance with Section 103 (b) (2) of the USMCA Act, the date of the interim provisions to be recommended will be set no later than after the USMCA comes into force and the implementation of the uniform rules of origin.  Uniform regulations at the USMCA help interpret the various chapters of the USMCA, first chapters 4-7. These rules were published one month before the trade agreement came into force and replaced NAFTA on July 1, 2020.  On March 1, 2019, many organizations representing the agricultural sector in the United States announced their support for the USMCA and asked Congress to ratify the agreement. They also called on the Trump administration to continue to support NAFTA until the new trade agreement is ratified.  On March 4, House Ways and Means President Richard Neal predicted a “very hard” path through Congress for the agreement.
 Starting March 7, senior White House officials met with members of the Ways and Means House of Representatives, as well as moderate cackles from both parties, such as the Solver Caucus, the Tuesday Group and the Blue Dog Coalition, to seek ratification support. The Trump administration also withdrew from the threat to withdraw from NAFTA as negotiations with Congress continued.  Chapter 11 is the third mechanism known as investor-state dispute settlement, in which multinationals are able to sue participating governments for allegedly discriminatory policies. Overall, Chapter 11 is considered the most controversial of the comparison mechanisms.  Canadian negotiators have effectively moved away from Chapter 11 of the USMCA version of this measure, Chapter 14. Canada will receive a full exemption from ISDS three years after nafta is completed.  The Trump administration`s office proposed the USMCA citing new digital trade measures, strengthening the protection of trade secrets and adapting the rules of origin of the automobile among the benefits of the trade agreement.  Negotiations focused “primarily on car exports, steel and aluminum tariffs, as well as the milk, egg and poultry markets.” A provision “prevents any party from enacting laws that restrict the cross-border flow of data.”  Compared to NAFTA, the USMCA increases environmental and labour standards and encourages domestic production of cars and trucks.  The agreement also provides up-to-date intellectual property protection, gives the United States more access to the Canadian milk market, imposes a quota for Canadian and Mexican auto production, and increases the tariff limit for Canadians who purchase U.S. purchasing countries.
